Abstract

Traffic congestion presents a significant barrier to daily mobility in urban and peri‑urban areas of the Philippines, and Barangay Camalig in Meycauayan City, Bulacan, is no exception. This study examines the challenges that barangay officials encounter in their efforts to alleviate traffic congestion within their jurisdiction. It focuses on how limited authority, constrained resources, and the complex interplay of factors contributing to road gridlock affect the ability of local leaders to implement effective solutions. Understanding these challenges is essential for developing sustainable strategies that enhance mobility and improve quality of life for residents of Barangay Camalig. This study employs a descriptive approach to identify and analyze the strategies available to barangay officials and the obstacles they face. Data on local traffic‑management initiatives were gathered through a review of barangay resolutions, site observations of traffic conditions, and informal consultations with barangay officers. The analysis emphasizes interventions that officials can directly control such as public information systems using mobile apps and digital displays for real‑time updates, while also considering collaborative efforts with municipal authorities for broader infrastructure and policy support. Findings showed that barangay efforts yielded only localized and temporary relief from traffic congestion. Clearing immediate obstructions improved flow on specific street segments but did not resolve congestion arising from major thoroughfares or factors beyond barangay control. Officials’ use of digital alerts and community announcements increased commuter awareness but had minimal impact on peak‑hour gridlock. Resource constraints and lack of integration with city‑level traffic management further limited the effectiveness of barangay‑led interventions. The findings highlighted the disparity between local responsibility and the authority and resources needed to address large‑scale traffic issues. Barangay officials had limited legal powers and funding compared to municipal traffic bodies, which constrained their ability to enforce significant changes or implement infrastructure improvements. Collaboration with higher authorities was found to be essential but often hampered by bureaucratic delays. The results underscored the need for clearer mandates, dedicated funding, and stronger intergovernmental coordination to empower barangay officials to contribute meaningfully to traffic‑management efforts.
