Abstract

In recent years, the Philippine government has intensified efforts to maintain peace and order in local communities through various initiatives, notably the establishment of Task Force Disiplina. This specialized group is dedicated to enforcing local ordinances and regulations, promoting civic discipline, and ensuring the well-being of citizens.​  Key Functions and Objectives:  Enforcement of Local Ordinances: Task Force Disiplina assists in implementing city ordinances and regulations related to traffic management, security, peace and order, environmental protection, social services, and emergency responses. For example, Quezon City's Task Force Disiplina helps ensure the implementation of ordinances and rules, promoting discipline among residents. ​ quezoncity.gov.ph  Promotion of Civic Discipline: The task force aims to inculcate discipline among individuals, encouraging adherence to existing laws and fostering a culture of law-abiding citizenship. This includes activities such as assisting during traffic accidents, ensuring order and safety during public events, providing quick responses to emergencies, and participating in cleanliness drives. ​ quezoncity.gov.ph  Coordination and Monitoring: Task Force Disiplina coordinates with various departments and agencies to monitor compliance with local laws and regulations, ensuring a unified approach to community discipline and safety. In Quezon City, for instance, the task force operates from Monday to Friday, 8:00 a.m. to 5:00 p.m., to effectively oversee enforcement efforts. ​ quezoncity.gov.ph  Establishment and Legal Framework:  The creation and operation of Task Force Disiplina are grounded in legal frameworks specific to each locality. For example, Quezon City established its Task Force Disiplina through Executive Order No. 48 Series of 2019, which outlines its composition, duties, functions, and responsibilities. This executive order serves as the legal basis for the task force's operations within the city. ​   Expansion Across Regions:  The concept of Task Force Disiplina has gained traction and has been implemented in various regions to uphold order and safety. For instance, San Juan City's Task Force Disiplina, established by Ordinance No. 18 Series of 2001, operates from Monday to Friday, 7:00 a.m. to 4:00 p.m., with no noon breaks. Similarly, Subic's Task Force Disiplina was created to oversee the strict enforcement of guidelines set by health authorities, aiming to instill discipline among residents. ​   These initiatives reflect the government's commitment to fostering disciplined communities, ensuring the effective enforcement of laws, and enhancing the overall quality of life for citizens. ​In this study, the researchers aim to assess the perspectives of various stakeholders involved with Barangay Novaliches Proper in Quezon City. The participants include:​  Fifteen (15) members of Task Force Disiplina​ Fifteen (15) personnel from the Metropolitan Manila Development Authority (MMDA)​ Fifteen (15) Barangay Officials​ Fifteen (15) community residents​ To select these participants, the researchers will employ purposive sampling, a non-probability sampling technique where individuals are intentionally chosen based on specific characteristics or knowledge relevant to the study. This approach is beneficial when the researcher seeks to gain insights from particular groups possessing specific expertise or experience. ​  The research will utilize a quantitative approach, specifically a descriptive research design. This design is appropriate for measuring variables and identifying patterns or trends without manipulating the study environment. It allows for a comprehensive understanding of the "what" aspect of the research topic. ​ Scribbr  Data Collection Procedure:  Approach and Consent: The researchers will personally visit the offices of Task Force Disiplina, MMDA, and the Barangay Officials in Barangay Novaliches Proper to request their participation in the study.​ Survey Administration: Upon obtaining consent, the researchers will distribute survey questionnaires to the participants. They will remain present to address any questions and to ensure that the surveys are completed accurately.​ Collection of Responses: Once the participants have finished answering the questionnaires, the researchers will collect the completed surveys for analysis.​ This structured approach ensures that data is gathered systematically from relevant stakeholders, providing a solid foundation for analyzing the perspectives of those involved in the governance and development of Barangay Novaliches Proper. Based on the analysis and interpretation of the data, the respondents identified the following priorities:​  Adherence to Safety Guidelines and Protocols: Ensuring strict compliance with safety measures during clearing operations is crucial to prevent accidents and injuries. Establishing clear communication systems, such as using radios, hand signals, and designating safety coordinators, helps maintain awareness of ongoing operations and potential hazards. ​   Effective Addressing of Operational Challenges: Proactively identifying and resolving challenges during the execution of operational plans is vital for maintaining efficiency and achieving desired outcomes. Implementing hazard prevention and control measures, including proper training and the use of appropriate equipment, minimizes risks and enhances productivity. ​  Expedited Transaction Clearing: Stakeholders aim to accelerate transaction clearing processes to reduce settlement times and associated risks. Adopting strategies such as automating payment processing, minimizing manual interventions, and implementing real-time payment systems can significantly enhance efficiency and reduce settlement times. ​  Focusing on these priorities can lead to improved safety, operational efficiency, and reduced risks in clearing operations. Based on the findings of this study, the researchers propose the following recommendations to enhance the effectiveness of clearing operations in Barangay Novaliches Proper, Quezon City:​  Enhanced Support for Vendor Relocation: It is recommended that local government units (LGUs) and relevant authorities provide comprehensive assistance to sidewalk vendors affected by clearing operations. This support should include financial aid, such as relocation allowances, and the development of designated vending areas equipped with essential amenities. For example, the Quezon City government has initiated dialogues with hawkers and sidewalk vendors along major thoroughfares to address their concerns and provide assistance.  Augmentation of Task Force Disiplina and MMDA Personnel: To improve the efficiency of clearing operations, it is advisable to increase the manpower of Task Force Disiplina and Metropolitan Manila Development Authority (MMDA) units. This can be achieved by recruiting and training additional personnel dedicated to these operations. Enhanced staffing would enable more effective enforcement of ordinances and timely execution of clearing activities. Notably, Task Force Disiplina plays a pivotal role in ensuring the implementation of ordinances and promoting discipline among residents and visitors in Quezon City.  Utilization of This Study for Future Research: Future researchers exploring similar topics can utilize this study as a foundational reference for conceptual frameworks and literature reviews. By building upon the insights and methodologies presented herein, subsequent studies can further investigate and address the challenges associated with clearing operations and vendor management, contributing to more effective urban planning and policy development.  Implementing these recommendations is expected to lead to more efficient clearing operations, better support for affected vendors, and a more disciplined urban environment in Barangay Novaliches Proper.
