Abstract

Time is a critical factor in emergency response, especially during fire incidents where every second can determine the extent of property damage and potential casualties. Delays in fire response remain a recurring issue that often worsens fire-related emergencies. These delays may lead to uncontrolled fire spread, increased injuries or fatalities, and greater risks for both residents and firefighting personnel. Enhancing response time by addressing the root causes of these delays is essential for improving emergency management and safeguarding lives and property. This study aims to assess the factors contributing to delayed fire incident responses in Barangay San Isidro, Montalban, Rizal. It also seeks to propose evidence-based strategies to minimize delays and improve the efficiency of firefighting operations. This study employed a descriptive research design to identify the key factors affecting fire response delays. A total of fifty (50) respondents participated, composed of forty (40) residents and ten (10) firefighters or fire volunteers. Respondents were selected through purposive sampling to ensure relevant perspectives. Data were gathered using survey questionnaires and were presented through graphs and tables for clearer interpretation and analysis. The survey results revealed that the primary causes of delayed fire response include the lack of essential firefighting equipment, malfunctioning communication devices, and limited accessibility due to narrow roads. Additionally, crowd control barriers were cited as significant hindrances to the timely arrival of emergency personnel. These challenges contributed to delayed response efforts, increasing the risk of property loss and endangering lives. The findings highlight the need for enhanced logistical support, improved infrastructure, and stronger coordination among emergency response teams. Strengthening communication systems and ensuring unobstructed access routes are vital in minimizing delays. Timely fire response is crucial in reducing damage and preventing casualties, thereby reinforcing the importance of proactive planning and investment in emergency preparedness for Barangay San Isidro.
