Abstract

The Metropolitan Manila Development Authority (MMDA) plays a vital role in enforcing regulations and maintaining order across Metro Manila, particularly in addressing traffic congestion. One of the most affected areas is Balintawak, Quezon City, where heavy traffic remains a persistent challenge due to the high volume of both private and public transportation. The situation is further complicated by the varying traffic ordinances implemented by different cities, leading to inefficiencies and gridlock. As urbanization continues to accelerate, finding effective traffic management solutions in Balintawak has become increasingly crucial for improving mobility and reducing commuter strain. . The study employed a random sampling design, selecting a total of 40 respondents from Balintawak Public Market, Quezon City. The sample consisted of 20 vendors, 10 consumers, and 10 enforcers from the Metropolitan Manila Development Authority (MMDA). This diverse selection of participants provided a well-rounded perspective on the traffic congestion issues in the area, capturing insights from those directly affected by and involved in its management. The results of the study indicate that the majority of the 40 respondents fall within the age range of 34 to 41 years old, with most of them being male.

 

Regarding jurisdiction, respondents agreed that "the enforcement strategies employed by the Metropolitan Manila Development Authority (MMDA) in achieving compliance with jurisdictional regulations within public markets, particularly during clearing operations, are effective."

 

In terms of procedure, respondents also agreed that "the MMDA has established procedures for coordinating with other agencies during clearing operations."

 

Concerning regulation, the study found that respondents agreed that "the MMDA consistently follows laws and rules regarding clearing operations."

 

For implementation, respondents agreed that "the MMDA continuously implements improvement initiatives to optimize the efficiency of clearing operations."

 

However, the study also identified key challenges faced by the MMDA in implementing clearing operations. The most notable issue reported was "garbage scattered inside the market, causing an unpleasant odor."

 

To address this issue, the study suggests the appointment of dedicated MMDA personnel to clean the public market regularly, ensuring better sanitation and preventing unpleasant odors. The researchers recommend the following measures to enhance the effectiveness of MMDA's clearing operations in Balintawak, Quezon City:

 

Clarification and Strengthening of Jurisdiction – Clearly define and legally reinforce the jurisdictional boundaries and responsibilities of the MMDA. This will help avoid overlaps with other government agencies and streamline enforcement efforts.

 

Improvement of Coordination and Procedures – Establish stronger coordination mechanisms between MMDA and other relevant agencies to ensure smoother clearing operations and minimize conflicts in responsibilities.

 

Strict Implementation of Regulations – Maintain consistency in enforcing laws and regulations related to clearing operations while ensuring transparency and fairness in their execution.

 

Enhanced Waste Management Strategies – Address the issue of scattered garbage and unpleasant odors in public markets by deploying MMDA personnel dedicated to regular cleaning and maintenance.

 

Community Engagement and Awareness – Educate vendors, consumers, and enforcers on the importance of compliance with regulations, waste disposal practices, and the role of MMDA in maintaining order and cleanliness in public markets.

 

By implementing these recommendations, the MMDA can improve the efficiency and effectiveness of its clearing operations, ultimately leading to a more organized and sanitary public market environment.
