Abstract

The Barangay Council for the Protection of Children (BCPC) is tasked with organizing and implementing child-focused initiatives, resolving child-related issues, and promoting children's welfare at the grassroots level. Chaired by the barangay captain and composed of various community members, the BCPC works on the prevention of juvenile delinquency, stakeholder coordination, child-friendly policy advocacy, program implementation and monitoring, and community engagement. This study evaluates the effectiveness of BCPC programs in Barangay Bagong Silangan, Quezon City, based on respondent profiles such as age, sex, civil status, and educational attainment. It also identifies program challenges and proposes improvements to strengthen effectiveness. The study utilized a quantitative research approach, specifically a descriptive research design, to assess the effectiveness of BCPC programs. A structured survey questionnaire was distributed to 50 respondents, composed of 10 BCPC staff and 40 residents of Barangay Bagong Silangan. The descriptive method allowed the researchers to examine multiple variables without manipulation, focusing on how the community perceives the impact and implementation of child protection programs. The majority of respondents were female, aged 18–23, and high school graduates. Results indicated that the BCPC programs were perceived as very effective across several dimensions: prevention of juvenile delinquency, coordination with stakeholders, advocacy for child-friendly ordinances, program implementation and monitoring, and community participation. Despite these positive evaluations, respondents noted areas for improvement in outreach and inclusivity. The study recommends that the BCPC enhance its efforts through workshops, seminars, and awareness campaigns that emphasize the protection and rights of children. Expanding anti-child abuse initiatives and empowering families as the foundation of child development are essential to creating safe and nurturing environments. Additionally, the study encourages the dissemination of program information not only through social media but also via visible public postings throughout the community. These strategies aim to broaden the program's reach and promote stronger community involvement.
