Abstract

This study aims to assess the current conditions of Persons Deprived of Liberty (PDLs) in the Manila City Jail. It focuses on their living conditions, the challenges they face, and how they navigate their daily lives within the confines of the prison. The researchers distributed questionnaires to a total of 70 respondents, consisting of 35 PDLs and 35 Jail Officers from the Bureau of Jail Management and Penology (BJMP). Purposive sampling was used to select the participants for the study. The researchers sought permission from the administration of the Bureau of Jail Management and Penology by submitting a formal letter of request to conduct the study and distribute the survey questionnaires. Upon approval, the researchers personally delivered the questionnaires to the respondents. The collected responses were analyzed and interpreted using statistical treatment, with the results presented in graphs and tables. The majority of the respondents are in the age range of 26 to 33 years old, representing 25 individuals, or 36% of the total respondents. A total of 70 respondents participated in the study, accounting for 100% of the sample. The assessment reflects the conditions of Persons Deprived of Liberty (PDLs) and Bureau of Jail Management and Penology (BJMP) personnel in the Manila City Jail. Overall, the respondents expressed agreement with the assessment of the PDLs' conditions within the jail, particularly in terms of health services, educational services, and rehabilitation programs. The highest weighted mean rating was for proposed measures to address the challenges in Manila City Jail, with respondents strongly agreeing, reflected by an overall mean of 100. This study presents recommendations derived from a comprehensive analysis of the findings and conclusions regarding the conditions of Persons Deprived of Liberty (PDLs) in the Manila City Jail. The assessment focuses on health services, educational services, and rehabilitation programs. One key recommendation is for the government to expand existing facilities or construct new ones to accommodate more inmates, which would help alleviate overcrowding.
