THE ROLE OF THE PHILIPPINE NATIONAL POLICE DURING CALAMITIES IN VALENZUELA CITY

The Philippine National Police (PNP) plays a vital role during calamities, particularly in Valenzuela City, which is highly vulnerable to floods and other types of disasters. The researchers utilized a convenience sampling technique and a descriptive research method, involving ten (10) police personnel and forty (40) residents from Valenzuela City. Prior to data collection, permission was obtained from the respondents to participate in the survey. The researchers distributed the questionnaires and waited for the respondents to complete them, after which the completed questionnaires were collected. A copy of the questionnaire was also provided to the researchers’ advisor to ensure clarity and understanding. Additionally, permission was secured from the Station Commander before distributing the questionnaires, and upon approval, the surveys were personally handed to the respondents. The results are presented in the order of the problems raised in Chapter 1 and include tables, data analysis, and textual interpretation to further explain the findings. Among the fifty (50) respondents, thirteen (13) are aged 18-25 years and 26-30 years, each group representing 26% of the sample, while six (6) respondents are aged 51 and above, accounting for 12%.
The average weighted means for the different operations are as follows: Rescue Operations scored 3.672, Assessment and Monitoring scored 3.532, Police Patrol Operations scored 3.572, and Retrieval Operations scored 3.560—all interpreted as “Strongly Agree.”
Regarding the problems encountered by the PNP during calamities, the top-ranked issues are inadequate planning and preparation, which hinder effective response, and poor communication and coordination with other agencies, local government units, and the community, resulting in delayed or ineffective responses.
To address the highest-ranked problem, the proposed intervention program includes enhancing training, developing detailed contingency plans, improving resource management, and fostering inter-agency collaboration. Through this study, the researchers gained a better understanding of the challenges faced by the PNP during calamities in Valenzuela City and were able to propose solutions and recommendations to improve their response efforts.
