Abstract

The relationship between house parents and Children in Conflict with the Law (CICL) presents a sensitive and multifaceted concern, with significant implications for both the caregivers and the children. House parents, who are responsible for the care and rehabilitation of CICL, often face physical and emotional challenges that may hinder their ability to provide consistent and effective support. This study aims to assess the effectiveness of house parents in fulfilling their roles at Bahay Pag-asa in Payatas, Quezon City. This study adopted a descriptive research design to examine the implications of assessing the effectiveness of house parents’ roles at Bahay Pag-asa, Payatas, Quezon City. Purposive sampling was employed to select participants who could provide meaningful and relevant insights, specifically, house parents working directly with Children in Conflict with the Law (CICL). This method ensured the collection of accurate and reliable data systematically. A total of forty (40) house parents from Bahay Pag-asa, Payatas, Quezon City, served as respondents for this study. At Bahay Pag-asa, the house parents are predominantly middle-aged, married males, most of whom are college graduates with extensive caregiving experience. They demonstrate strong skills in communication, emotional support, and conflict resolution. However, they emphasize the need for consistent training and a deeper understanding of the diverse needs of the children in their care. Their main concern is maintaining a supportive and nurturing environment, while inadequate training is considered a lesser issue. To reduce the risk of delinquency, they prioritize regular skills development over the addition of support staff. These findings reflect their dedication and effectiveness, while also highlighting the need for continuous professional development. A comprehensive support system including training, mentorship, and administrative assistance, is essential to enhance their role and promote the well-being of Children in Conflict with the Law (CICL). Ongoing evaluation and program improvement are crucial to sustaining a safe and rehabilitative environment. The findings reveal that Bahay Pag-asa was founded on the principle of providing Children in Conflict with the Law (CICL) with access to quality educational and social services. While house parents receive basic training in managing juvenile behavior, including strategies for addressing challenging conduct and encouraging positive behavior, these trainings are often limited in scope. To effectively meet the diverse and complex needs of the children, there is a growing need for more comprehensive and continuous training programs.
