Abstract

This study evaluates the enforcement of city ordinances by Taskforce Disiplina in Barangay Holy Spirit, Quezon City. Taskforce Disiplina, established under Executive Order No. 48 Series of 2019, serves as the city’s local ordinance enforcement arm. The assessment focuses on implementation strategies, personnel readiness, and procedural consistency, while identifying challenges encountered during enforcement and proposing targeted interventions to enhance operational effectiveness. A descriptive quantitative design is employed, with purposive sampling selecting fifty participants: thirty residents, ten Taskforce Disiplina members, and ten barangay officials or tanods. A structured questionnaire measures perceptions of enforcement effectiveness across three dimensions—implementation, personnel training, and procedural consistency. Survey responses are analyzed using weighted means to determine levels of agreement with key performance indicators. Respondents indicated strong agreement that ordinances are effectively enforced by Taskforce Disiplina, with implementation receiving a weighted mean of 3.57 on a four‑point scale. Personnel readiness scored highest for the statement that Taskforce members are well trained (WM = 3.49). Consistency was reflected in a WM of 3.40 for uniform adherence to procedures when handling violations. These results demonstrated positive perceptions across all measured dimensions. The findings suggested that Taskforce Disiplina was perceived as competent and consistent in ordinance enforcement. As a result, recommendations included increasing staffing levels or creating a volunteer cadre, enhancing public education on city ordinances, providing advanced training for Taskforce personnel, and modernizing enforcement equipment. These measures were expected to strengthen public trust, boost compliance, and improve overall safety and discipline in Barangay Holy Spirit.
