THE EFFECTIVENESS OF CITY ORDINANCE 1465 SERIES OF 2004 SPECIFICALLY ON THE USAGE OF PUBLIC SPACE IN BARANGAY STA. MONICA NOVALICHES, QUEZON CITY

The widespread issue of illegal parking grows more serious as the number of automobiles in metropolitan areas rises, endangering the efficient operation of public spaces. "Illegal parking" encompasses a range of actions wherein vehicles are parked in areas that are prohibited by laws or customs. This is not simply a small irritation; it is a major problem that affects key elements of urban life, such as safety, transit, and urban planning. This study aims to analyze the many layers of the problem of unauthorized parking, looking at its various aspects and effects on urban dynamics. Unauthorized parking on public roadways, sidewalks, and other community areas presents a dilemma that needs to be carefully considered due to the risks and disturbances it causes. The effects of this phenomenon include impaired pedestrian safety, traffic congestion, and difficulties with efficient urban planning. This research utilizes a quantitative method, specifically a descriptive research design, to assess the variables in the effectiveness of City Ordinance 1465, Series of 2004, in Barangay Sta. Monica, Novaliches, Quezon City. The researchers used purposive sampling to determine the required number of respondents for the study. The respondents total sixty (60) individuals from Barangay Sta. Monica, Novaliches, Quezon City. Group One is composed of twenty (20) residents, while Group Two consists of twenty (20) traffic enforcers and barangay officials. The respondents are from different areas within Sta. Monica, Novaliches, Quezon City. The findings reveal that the majority of respondents fall within the age range of 26-33, are predominantly male, and are single, with a residency and service length of 10 years or more. The assessment of City Ordinance 1465 indicates generally positive perceptions, with respondents largely in agreement regarding its effectiveness in various aspects. Based on these findings, recommendations are provided to address issues encountered in Barangay Sta. Monica, including conducting regular inspections to address illegal vending, establishing responsive mechanisms for complaints, implementing stricter penalty systems, creating designated vending zones, enhancing public transportation, improving road design, conducting educational campaigns on responsible driving, and enforcing regulations on loading/unloading zones. These recommendations aim to improve the overall management of street activities and traffic flow in the barangay.
