Abstract

This study examines challenges in implementing crime prevention strategies in Barangay Minuyan Proper. It focuses on identifying obstacles related to resource allocation, community engagement, and coordination with local law enforcement. Prior research has indicated that poor funding leads to inadequate training and equipment for barangay peace and order officers, which undermines operational efficiency (Moore and Braga 2004). This study uses a quantitative correlational design to assess relationships among identified variables without manipulation. A structured survey questionnaire was administered to 50 respondents: 10 barangay officials, 10 barangay police officers, and 30 community members in Barangay Minuyan Proper. Permission letters were obtained from local authorities prior to data collection, and respondents provided informed consent. Completed questionnaires were collected and analyzed using descriptive statistics to determine the prevalence of implementation challenges. The sample comprised 60 percent male respondents, and 46 percent had attained a high school education. Respondents agreed that current crime prevention strategies suffered from inadequate equipment and limited resources. In the area of human rights compliance, respondents strongly agreed that violations occurred, and they agreed that discrimination, officer safety concerns, and insufficient information hindered effective crime prevention efforts. The study highlighted significant barriers to effective crime prevention, including resource shortages, gaps in community‑law enforcement collaboration, and procedural inconsistencies. It recommended enhancing police visibility in high‑risk areas, developing a comprehensive communication plan, and strengthening partnerships among local officials, law enforcement agencies, and residents. These measures were expected to improve implementation efficacy and reduce crime in Barangay Minuyan Proper.
