Abstract

The prevalence of unlicensed drivers involved in traffic accidents has emerged as a critical public safety concern in Novaliches, Quezon City. The lack of formal driver education and insufficient understanding of traffic laws among these individuals has significantly contributed to the growing incidence of road-related incidents. This study aimed to evaluate the impact of unlicensed driving on traffic accidents, investigate the challenges faced by key stakeholders including traffic enforcers, policymakers, and local authorities, and propose evidence-based strategies to reduce associated risks. By analyzing the correlation between unlicensed driving and accident frequency, the research provides valuable insights to inform legislative reforms, strengthen law enforcement protocols, and support the development of targeted interventions aimed at improving overall road safety and driver accountability. This study adopted a descriptive correlational research design to examine the relationship between unlicensed drivers and the frequency of traffic accidents in Novaliches, Quezon City. A purposive sampling technique was employed to select a total of fifty (50) participants, comprising twenty (20) licensed drivers, twenty (20) unlicensed drivers, and ten (10) traffic enforcers. Data collection was conducted through a standardized survey questionnaire, the content validity and reliability of which were evaluated and confirmed by field experts. To analyze the data, statistical methods such as frequency distribution, percentage analysis, and weighted mean were applied to assess and interpret respondents’ perceptions of the impact of unlicensed driving on traffic safety and accident incidence. Of the 50 respondents surveyed, 40% fell within the 18–25 age range, and 76% were male. Furthermore, 60% reported holding a valid driver’s license. The study, which examined the impact of unlicensed drivers on traffic accidents in Novaliches, Quezon City, revealed the following weighted mean scores: Accountability (3.08), Driver Behavior (3.23), Effects (3.27), and Severity of Accidents (3.20). These findings indicate a moderate to high perception of risk associated with unlicensed driving. The most prominent issue identified was the lack of formal training and driving experience among unlicensed drivers, which significantly contributes to unsafe driving practices and increased accident risk. Respondents strongly advocated for a collaborative approach involving local government units and accredited driving schools to implement mandatory driver education programs and sustained public awareness campaigns. Such initiatives are seen as essential to improving road safety, fostering responsible driving behavior, and reducing the prevalence of traffic-related incidents caused by unlicensed individuals. The majority of respondents were male and belonged to the 18–25 age group. Their overall assessment regarding the impact of unlicensed drivers on traffic accidents in Novaliches, Quezon City was generally interpreted as Agree, particularly across the dimensions of accountability, driver behavior, consequences, and the severity of accidents. A key concern identified was the insufficient training and lack of driving experience among unlicensed individuals, which respondents perceived as a major contributor to reckless driving practices and heightened accident risks. These insights underscore the critical need for structured interventions that address gaps in driver education and regulatory enforcement.
