Abstract

Human Resource (HR) performance and management are essential to the success of educational institutions. At Bestlink College of the Philippines – Main Campus, the HR department faces several challenges, including outdated manual systems, inappropriate performance measures, inconsistent feedback mechanisms, and security vulnerabilities related to data handling. These issues hinder employee motivation, accurate performance evaluation, and efficient data management. This study aims to evaluate and improve HR processes by implementing a digitized HR Performance and Management System to foster a more engaged, productive, and secure workforce. The researchers employed the Agile Scrum approach, which allowed for iterative development and consistent stakeholder interaction. The system was developed following the Software Development Life Cycle (SDLC), which includes planning, analysis, design, development, testing, deployment, and maintenance. Development tools included MySQL, PHP, and Visual Studio Code. Data collection methods involved interviews, questionnaires, and user feedback. Functional and non-functional requirements were gathered, and user stories were created to align the system with the needs of HR managers, staff, and employees. The system effectively addressed key HR concerns by integrating core features such as user authentication, employee profile management, a performance dashboard, a notification system, record management, and reporting functions. Testing confirmed the functionality of secure login, data import/export, search and filter options, and real-time performance monitoring. Built-in analytics supported decision-making and helped identify high-performing staff. Security standards were upheld through data encryption and role-based access control. Integrating training and development into performance management offered a more holistic strategy for employee growth. The use of Agile Scrum promoted continuous feedback and system flexibility, ensuring responsiveness to evolving HR needs. The digitalization of HR processes led to improved communication, accurate performance tracking, and higher employee engagement while minimizing manual errors and labor. This project demonstrates that with structured methodologies and active stakeholder involvement, technology can significantly enhance HR operations within educational institutions.
