Abstract

Drugs are illegal in the Philippines, and possession, usage, production, importation, and sale
of illegal narcotics are all against the law. The offender's age, type of drug, quantities involved,
prior offenses, and the state or territory where the incident occurred all affect the penalty for
drug offenses. The Child and Youth Welfare Code and Republic Act No. 7610 also apply to
minors under fifteen. Children rescued from illegal drug trafficking are rehabilitated without
imprisonment or detention, and the Juvenile Justice and Welfare Act of 2006 has given them
hope to change and improve.


The most important details in this text are the percentages of children selling illegal drugs in
the Department of Social Welfare and Development (DSWD), 75% in the Community, and
50% in the Barangay. Males had the highest percentage of selling illegal drugs, with 65% in
the DSWD, 75% in the Community, and 50% in the Barangay. Most of the children selling
illegal drugs are out of school and poor, with a lack of education, drug users and courier
parents/guardians, no criminal liability, and delayed court proceedings being the most
common reasons.


The study found that enhancement of family/youth welfare services such as inculcation of
family values, integration in school curriculum orientation, competency, and life skills
development, and access to barangay sports and recreational activities is the most effective
way to save children in conflict with the law. Higher standards for educational background and
professionalism for barangay officials and DSWD staff are proposed to strengthen programs
that provide proper handling for children in conflict with the law.
