ASSESSMENT ON THE EFFECTS OF PUBLIC UTILITY VEHICLE MODERNIZATION PROGRAM TO THE LIVES OF JEEPNEY DRIVERS IN NOVALICHES, QUEZON CITY: BASIS FOR STRATEGIC PLAN

The Public Utility Vehicle Modernization Program (PUVMP) aims to phase out old and unsafe jeepneys, replacing them with modern, safer alternatives. While the program seeks to reduce air pollution and improve public transportation, the rapid implementation raises concerns about its impact on jeepney drivers. This study assesses the effects of the PUVMP on the lives of jeepney drivers in Novaliches, Quezon City, focusing on budget, job security, and technology adaptation. A mixed-methods design was used. A total of 50 jeepney drivers in Novaliches, Quezon City, responded to structured survey questions. To ensure accuracy, some respondents were also interviewed to gain deeper insights into the challenges they face under the modernization program. The study revealed that the majority of respondents were male, aged 51 and above, with 16-20 years of experience as jeepney drivers. The respondents strongly agreed with all variables assessing the effects of the PUVMP in their lives, considering standard criteria for evaluation. Various challenges were encountered by the drivers, including financial constraints and difficulties in technology adaptation. Based on the findings, a strategic plan can be proposed to address these issues and support affected jeepney drivers during the transition. The study recommends that the government develop a comprehensive plan to improve key aspects of the PUVMP, particularly budget allocation, job security, and technology adaptation for jeepney drivers. Policymakers must closely examine the issues faced by drivers and implement effective solutions to mitigate the negative effects of modernization.
