Abstract

This study aims to assess the impact of City Ordinance 1064, which allows motorcycles to use bike lanes in Valenzuela City, particularly along McArthur Highway. The ordinance acknowledges the widespread use of motorcycles in urban areas, but its effects on road safety satisfaction among cyclists remain a concern. This study seeks to provide an impartial evaluation of how the ordinance affects cyclists, motorcycle riders, and pedestrians. This research employs a quantitative descriptive research design to assess the relationship between the ordinance’s impact and road safety satisfaction. A stratified sampling technique was used to select a total of 50 respondents from Valenzuela City, including 20 pedestrians, 15 cyclists, and 15 motorcycle riders. The researchers personally approached cyclists and motorcycle riders to request their participation in answering a survey questionnaire regarding their perceptions of safety and the ordinance's impact. Findings reveal various challenges posed by the ordinance. In terms of road rage encounters, the statement "There are aggressive arguments due to misunderstandings" received the highest weighted mean of 3.38. Regarding mixed traffic congestion, the statement "Double-parked cars obstructing the bike lane contribute to traffic congestion" had a weighted mean of 3.10. In the accident category, the statement "Heavy rain causes slippery bike lanes, leading to accidents" had a weighted mean of 3.23. Lastly, in road safety satisfaction, the statement "Pedestrians using sidewalks adjacent to bike lanes may also experience decreased satisfaction due to potential conflicts with motorcycles" received a weighted mean of 3.29. This study highlights the need for stricter enforcement measures to ensure road safety for cyclists and pedestrians. Researchers recommend increased patrols and automated speed detection systems in bike lanes to prevent motorcycle riders from over speeding. These measures could mitigate conflicts and improve safety for all road users affected by City Ordinance 1064.
