Abstract

PNP checkpoints were implemented in various locations to address the high incidence of traffic violations contributing to road accidents. The measures target offenses including drunk driving, not wearing helmets, speeding, and aim to identify unlicensed drivers and unregistered vehicles. This study focuses on assessing the challenges encountered by the Philippine National Police during checkpoint operations in Barangay Dalandanan, Valenzuela City. This study employed a descriptive quantitative research design to assess the problems encountered by the Philippine National Police during checkpoints in Barangay Dalandanan, Valenzuela City. The respondents included twenty-five (25) police officers, twenty (20) drivers, and five (5) commuters residing in Barangay Dalandanan. Participants were selected using a purposive sampling technique. The findings focus on the problems encountered by the Philippine National Police during checkpoints, based on respondents’ demographic profiles, including age, sex, civil status, and educational attainment. The assessment centered on three key areas: operational procedures, problem-solving strategies, and driver awareness.

The top three problems reported by police personnel at checkpoints are:

Long waiting times and traffic congestion (Rank 1)

Lack of accountability and insufficient evaluation of checkpoint operations (Rank 2)

A tie for Rank 3.5 between inadequate training on checkpoint procedures and ineffective communication among PNP personnel.

To address these issues, respondents identified the following key measures:

Establishing regular evaluations and reviews to assess checkpoint effectiveness and identify improvements (Rank 1)

Using technology, such as body cameras, to promote transparency (Rank 2)

A tie for Rank 3.5 between providing consistent training on checkpoint protocols and installing adequate lighting and safety measures. The study recommends that drivers, police officers, the Valenzuela Police Station, the community, government agencies, students, Bestlink College of the Philippines, and researchers work together to resolve the issues encountered during checkpoints. The most prioritized measure, as identified by respondents, is to implement a regular evaluation and review system to monitor checkpoint operations and pinpoint areas needing improvement.
