Abstract

The researchers are students of Bestlink College of the Philippines, pursuing a Bachelor of Science in Criminology. They are in the process of expanding their knowledge and insight into the use of force in crime prevention. This study aims to examine the benefits and effects of excessive use of force and to prevent the abuse of authority by police officers.  The Philippine National Police (PNP) is the primary law enforcement agency in the Philippines. It was established under Republic Act No. 6975 and is empowered by Section 24 to use force in making arrests, as well as in the investigation and prevention of crime. Under the Revised Penal Code and the Philippine National Police Operational Procedures, the PNP must generally issue a verbal warning before using force against an offender. The respondents of the study consist of 20 police officers and 40 residents, totaling 60 respondents from Barangay Payatas, Quezon City. This study employs a purposive sampling technique and utilizes a survey questionnaire as the primary research instrument. The researcher found that the majority of respondents agree that the excessive use of force by police in Barangay Payatas, Quezon City, has social effects, particularly in relation to health problems, public trust, and overall well-being. Some respondents expressed satisfaction with law enforcement efforts. The analysis and interpretation of the data also provided insights into the demographic profile of the respondents and the study variables. The researchers concluded that establishing a clear protocol for reporting and investigating incidents of police use of force is essential. Officers must be held accountable for their actions through thorough investigations and, when necessary, disciplinary measures. Transparency in this process is crucial for maintaining public trust.  The researchers also recommend ensuring impartiality and fairness to foster a harmonious and inclusive environment where every community member feels valued and respected. This involves treating everyone equitably, without favoritism or discrimination, and making decisions based on objective criteria. Such an approach builds trust, encourages community participation, and promotes a strong sense of belonging.
