Abstract

Beyond the inadequate implementation of the Executive Order, there is a lack of public awareness regarding its purpose and enforcement. The Department of Health could enhance public education efforts through television commercials and other media campaigns to inform citizens about the nationwide smoking ban in public places and the corresponding penalties. Greater awareness could lead to higher compliance with the law. Furthermore, enforcing the Executive Order helps protect both smokers and non-smokers, fostering a healthier, smoke-free environment for all. This survey research aimed to evaluate the implementation of Executive Order No. 26. To guide the study, a set of research questions was developed. The study population included smokers, non-smokers, and law enforcement personnel. Using purposive sampling, 47 students were selected as participants. A survey questionnaire served as the primary data collection tool, and the collected data were analyzed using percentages and weighted mean. The study's findings indicate that some residents of Barangay Batasan Hills, Quezon City, have limited awareness of the provisions of Executive Order No. 26. Although this nationwide smoking ban has been signed into law and is currently in effect, its implementation remains weak and inconsistent. Like many other important laws, it is often poorly enforced or ignored.  One key issue contributing to its ineffective enforcement is the lack of law enforcers actively monitoring and apprehending violators. Additionally, some enforcers may be unaware of the law or simply choose not to enforce it. In some instances, law enforcers themselves have been observed violating the very order they are responsible for implementing, further undermining its effectiveness. The findings reveal that some respondents are still not fully aware of the provisions of Executive Order No. 26, leading to ineffective enforcement and limited initiatives to implement it. To minimize recurring violations at the barangay level, greater awareness campaigns and stricter local enforcement are necessary.
