TRAFFIC ENFORCEMENT IN BARANGAY 178 KIKO CAMARIN CALOOCAN CITY:AN ASSESSMENT

The purpose of this research is to investigate the effectiveness of traffic enforcement in Barangay 178, Kiko Camarin, Caloocan City. It aims to identify the most effective interventions to ensure compliance with traffic rules among road users. The procedures outlined in this study are intended to promote highway safety and reduce traffic congestion within the area. Specifically, the research focuses on recommended procedures for pulling over traffic violators as a key aspect of enforcement. The primary goal of traffic enforcement is to ensure the safety of both motorists and pedestrians, while also maintaining smooth traffic flow during delays, reroutes, special events such as parades and processions, and official visits by dignitaries. This study utilized the descriptive survey method, which is designed to describe and interpret data and characteristics related to the population or phenomenon being studied. The respondents consisted of five (5) traffic enforcers and forty-five (45) motorists from Barangay 178, Kiko Camarin, Caloocan City. Based on the analysis and interpretation of the data, the majority of respondents were 18–25 years old (36%), male (86%), single (62%), and high school graduates (60%). There were no respondents from the elementary education level or those categorized as widowed.
The total composite means for all three traffic flow conditions—free flow (2.35), synchronized flow (2.23), and wide moving jam (2.44)—received a verbal interpretation of "Disagree."
Under free flow, the highest-rated indicator was: “Drivers can maintain safe gaps between vehicles, enhancing safety” with a mean of 2.46.
For synchronized flow, the highest-rated statement was: “Moving continuously but at reduced speeds compared to free flow” with a mean of 2.42.
In the case of wide moving jam, the most agreed-upon item was: “Vehicles on the highway move very slowly, propagating across multiple lanes, with large sections of road experiencing a slow, synchronized flow of vehicles”, which received a mean score of 2.47.
Despite being the highest-rated indicators in their respective categories, all still fell within the "Disagree" range, indicating a general lack of satisfaction or effectiveness perceived by the respondents.
As a recommendation, the respondents strongly agreed that a key intervention is to “prioritize the implementation of stricter penalties that are sufficient to discourage traffic violations.” This emphasizes the need for stronger law enforcement and deterrent measures to address traffic issues effectively. The output of this study can provide valuable insights for local government units (LGUs) and policymakers to enhance traffic enforcement and management within Barangay 178, Kiko Camarin, Caloocan City. The findings may contribute to the development of more effective traffic policies and enforcement strategies, ultimately leading to safer road conditions, reduced traffic congestion, and an improved quality of life for residents.
