Abstract

Today's restorative justice emphasizes healing and repairing harm by fostering dialogue and understanding among the people involved in a conflict or crime. Instead of just serving a sentence, offenders in a restorative justice system give victims an opportunity to explain how they’ve been affected and to express their needs for healing and resolution. The study utilized the descriptive research method. The respondents were divided into three groups: twenty (20) Barangay employees, ten (10) Purok Leaders, and twenty (20) residents of Barangay Payatas, Quezon City, totaling fifty (50) respondents. The primary instrument used for data collection was a survey questionnaire. The data gathered were analyzed using frequency, percentage, and weighted mean to interpret the results. According to the data gathered, it was revealed that the majority of the respondents “strongly agree.” Most of the respondents were aged 42 and above, the majority were female, and they had been living in Barangay Payatas. Based on the respondents' assessments, it was determined that amicable settlements prioritize the needs and voices of marginalized or vulnerable populations within Barangay Payatas and are properly implemented, as the majority of respondents interpreted it as “strongly agree.” Respondents also stated that the Barangay approach prioritizes community involvement in conflict resolution and contributes to the promotion of peacebuilding and social cohesion, with a similar rating of “strongly agree.” Lastly, the diversion program addresses the needs of both the offender and the victims, balancing their respective rights and interests, with respondents also rating it as “strongly agree.” This study recommended understanding the effects of restorative justice on community perceptions of crime or conflict through a cooperative process involving all affected parties. Additionally, Barangay officials must undergo training and awareness programs to assess the restorative justice system, enabling them to better serve the people under their jurisdiction and actively work toward a safer community. By providing a safe space for individuals to express their feelings and experiences, restorative justice supports the healing process and helps them move forward from the harm they have experienced. Barangays should also address residents' needs by improving communication and raising awareness about restorative justice.
