THE EFFECTIVENESS OF BARANGAY OFFICIALS IN IMPLEMENTING ORDINANCE NO. SANGGUNIANG PANLUNGSOD-2301 IN PROMOTING PUBLIC SAFETY

Abstract

This chapter presents the background of the study, related literature and related studies, theoretical framework, conceptual framework, statement of the problem, assumptions, scope and limitation of the study, significance of the study, and definition of terms. A descriptive research design was utilized, incorporating surveys, interviews, and document analysis. Survey questionnaires served as the primary data collection tool, distributed to residents, barangay officials, and police officers to assess the implementation of the curfew policy. The questions measured compliance levels, community awareness, perceived changes in youth behavior, and the overall impact on public safety. The combination of data sources provided a quantitative and qualitative understanding of the ordinance’s effectiveness and areas for improvement. Findings indicated that while efforts to implement the ordinance have had a positive effect on public safety, several areas require enhancement. These include the need for stricter yet fair enforcement practices, clear communication of rules, consistent community education, and well-trained personnel. Respondents also cited the lack of necessary resources such as patrol vehicles, sufficient barangay security personnel, and emergency response tools. To address these issues, the study suggests increasing the barangay’s budget allocation and promoting strategic partnerships with the local government and private sector. Transparency and accountability in resource management were also highlighted as essential components for sustaining public trust. The study concludes that the implementation of Ordinance No. SP-2301 plays a vital role in promoting public safety, but its effectiveness depends on proper enforcement, adequate resources, and active community involvement. Recommendations include expanding public awareness campaigns, providing additional training for barangay enforcers, and enhancing coordination between law enforcement and local stakeholders. Addressing these factors will strengthen ordinance implementation, reduce curfew violations, and contribute to a safer community in Barangay Sauyo, Quezon City.
