Abstract

This study aims to assess the perceptions of stakeholders regarding the mandatory installation of closed-circuit television (CCTV) systems in all business establishments in Barangay Commonwealth, Quezon City. The research is based on an existing ordinance that requires businesses to install CCTV as a security measure. The study seeks to understand how this policy is viewed by business owners, employees, and the local community, particularly in terms of its effectiveness in enhancing safety, promoting crime prevention, and ensuring compliance. This study employed a descriptive research design to assess the significance of closed-circuit television (CCTV) camera installation in all business establishments within Barangay Commonwealth, Quezon City. A survey questionnaire, formatted as a checklist, served as the primary data-gathering tool. The respondents consisted of fifty (50) individuals, divided into two groups: twenty-five (25) business owners with existing CCTV installations and twenty-five (25) police officers from Station 6. Prior to data collection, the researchers submitted a formal letter of request to obtain approval from the appropriate authorities. Once validated, the researchers personally distributed the survey to the respondents, guiding them through the process while ensuring confidentiality, particularly for police officers who chose to remain anonymous for security and privacy reasons. Based on the collected data, the researchers proposed recommendations to address the issues and challenges encountered regarding the mandatory CCTV installation in business establishments. The findings indicate that real-time monitoring received an overall weighted mean of 3.604, which falls under the interpretation of strongly agree. Similarly, improved response time garnered a weighted mean of 3.636, also interpreted as strongly agree. Meanwhile, video footage used for evidence collection achieved the highest mean score of 3.672, likewise categorized as strongly agree. These results suggest that respondents perceive CCTV systems as highly effective in enhancing surveillance, accelerating response efforts, and supporting investigations through recorded evidence. Business Owners – It is recommended that business owners, particularly those operating in areas with high crime rates or managing establishments with valuable assets, install CCTV systems to enhance safety and deter criminal activities.

 

Law Enforcers – Law enforcement agencies are advised to develop and distribute clear, standardized guidelines for the installation, operation, and maintenance of CCTV systems in commercial establishments to ensure proper usage and legal compliance.

 

Community – The community should be made aware of their rights under the Data Privacy Act, ensuring that CCTV installations respect individual privacy while promoting collective security.

 

Future Researchers – Future studies are encouraged to explore the long-term effects of mandatory CCTV installation on crime prevention, public safety, and community sentiment by conducting in-depth, longitudinal research.
