Abstract

The Evacuation Center Tracking Management System (ECTMS) was designed for Local Government Unit 2 (LGU 2) in the Philippines to enhance disaster preparedness and streamline emergency response efforts. The system allows for the real-time monitoring of evacuees, improves resource distribution, and strengthens inter-agency coordination during crises. Key features include modules for Real-Time Data Management, Facility Monitoring, Communication Tools, and Color-Coded Mapping. ECTMS is also integrated with the Barangay Census and the Disaster Relief Service System, enabling more efficient and data-driven decision-making in emergencies. The development of the Evacuation Center Tracking Management System (ECTMS) employed the Agile Scrum methodology, facilitating iterative development cycles, continuous stakeholder engagement, and dynamic adaptation to evolving requirements. The system was designed using contemporary web development technologies and structured around a modular, microservice-oriented architecture, promoting scalability, resilience, and maintainability. It integrates diverse datasets, including barangay-level census information, facility utilization records, and disaster relief inventory logs, to support informed decision-making. Furthermore, the system implements comprehensive security measures to ensure the confidentiality, integrity, and availability of sensitive data, adhering to recognized information security standards. The system empowers LGU2 administrators and disaster response teams to efficiently monitor evacuee status, facility conditions, and resource distribution across multiple evacuation centers. By offering real-time data visualization and seamless integration with barangay census and disaster relief systems, it supports proactive decision-making and streamlined coordination. Initial testing demonstrated enhanced responsiveness and improved operational efficiency during emergency drills and preparedness planning. The implementation of the Evacuation Center Tracking Management System (ECTMS) significantly strengthened LGU2’s disaster preparedness and response capabilities by providing a real-time digital platform for resource management, operational transparency, and inter-agency coordination. Despite challenges such as ensuring consistent data accuracy, training end-users at the local level, and establishing long-term maintenance strategies, the system proved to be a valuable tool in bridging critical gaps in local disaster governance. Additionally, it supports the achievement of key Sustainable Development Goals by promoting resilient communities, efficient institutions, and inclusive, technology-driven infrastructure.
