EFFECTIVENESS OF BARANGAY JUSTICE SYSTEM IN BARANGAY TALIPAPA, QUEZON CITY

The Barangay Justice System, also known as Katarungang Pambarangay, is a local legal system in municipalities. It is overseen by the barangay captain, who is the highest elected official in the barangay and serves as its executive leader. This system is managed by the barangay, which is the smallest unit of local government. This study aimed to evaluate the effectiveness of the Barangay Justice System in Barangay Talipapa, Quezon City. Specifically, it sought answers to the following questions: 1. How can the profile of the respondents be described in terms of age, sex, and civil status? 2. How do respondents assess the effectiveness of the Barangay Justice System in Barangay Talipapa, Quezon City, in terms of relationship, respect, responsibility, repair, and reintegration? 3. What problems do the respondents encounter? 4. What measures can be proposed by the respondents? The highest weighted mean for the Relationship indicator is found in the statement, “The Barangay Justice System helped bring your community closer together by encouraging people to resolve conflicts peacefully,” which has a weighted mean of 3.58, interpreted as Effective. For the Respect indicator, the statement with the highest weighted mean is, “The Barangay Justice System program aims to promote respect between all parties and foster peaceful resolutions,” achieving a weighted mean score of 3.62, also interpreted as Effective. In terms of Responsibility, the highest weighted mean is associated with the statement, “The Barangay Justice System is an important step towards teaching responsibility and providing justice to the residents of the community,” which has a weighted mean score of 3.54, interpreted as Effective. Regarding Repair, the highest weighted mean is derived from the statement, “The Barangay Justice System also works to repair relationships by encouraging dialogue and understanding between the involved parties,” which has a weighted mean score of 3.54, interpreted as Effective. Lastly, for the Reintegration indicator, the highest weighted mean is linked to the statement, “The Barangay Justice System contributes to lowering the crime rate in the community or society,” with a weighted mean of 3.54, interpreted as Effective. Community awareness campaigns are essential for educating about BJS, providing regular training for Lupon members, ensuring community representation in selecting Lupon representatives, and conducting regular outreach and education programs regarding BJS and its processes.
