Abstract

By enforcing traffic laws, law enforcement personnel play a vital role in maintaining the safety and cleanliness of our roads. Nevertheless, a number of obstacles prevent them from effectively fulfilling their duty. The shortage of personnel is one of the biggest issues facing law enforcement. It becomes challenging to cover every location and regularly police traffic laws when there is a shortage of manpower. As a result, some regions are neglected, which makes it possible for traffic infractions to go unreported. The absence of public cooperation is another problem. Many drivers have a tendency to break traffic laws, which increases collisions and congestion. People who try to bribe their way out of penalties or refuse to follow the law frequently oppose and show animosity toward law enforcement. The study utilized a descriptive research design. Employing a purposive sampling method, a total of twenty-five (25) motorcycle riders affected by helmet law and twenty-five (25) traffic enforcers were selected to participate in the research. A survey questionnaire served as the instrument for data collection, distributed among barangay personnel and local residents. The collected data were analyzed using mean, frequency, percentage, and weighted mean for analysis and interpretation of the data acquired. Findings from this research reveal that the majority of respondents expressed “strongly agree” concerning Penalty, stating, “Traffic enforcers may lack sufficient manpower, equipment, and infrastructure to effectively enforce helmet laws. ” With respect to Number of Personnel, it was observed, “The shortage in traffic enforcers contributes to a sense of impunity among some motorists, as the perceived risk of getting caught for helmet law violations diminishes. ” Regarding the Area of Law Enforcement, it was emphasized, “In areas with inadequate traffic management, compliance with helmet laws is more difficult to achieve. ” The findings of this research reveal the challenges faced by traffic enforcers regarding the enforcement of Republic Act 10054, commonly referred to as the Helmet Law of 2009, in Novaliches, Quezon City. The results emphasize the need for motorcycle riders and traffic enforcers impacted by the helmet law in Novaliches, Quezon City to discover an effective method to decrease the number of individuals participating in helmet law violations. The aim of this research is to analyze the challenges faced by traffic enforcers in the enforcement of Republic Act 10054, commonly referred to as the Helmet Law of 2009, in Novaliches, Quezon City.
