Abstract

The Revitalized Pulis sa Barangay (R-PSB) Program is an initiative by the Philippine National Police (PNP) aimed at enhancing community safety and fostering stronger relationships between law enforcement and local residents. Launched in 2011 and expanded in 2019, the program embeds police officers within barangays (villages) to promote community-oriented policing. In the study conducted in Barangay 174 Camarin, Caloocan City, researchers employed a descriptive quantitative research design, utilizing the convenience sampling technique to select participants. This non-probability sampling method involves selecting individuals who are easiest to access, such as those readily available or willing to participate. While convenient, it's important to acknowledge that convenience sampling can introduce biases, limiting the generalizability of the findings. According to the Government of Canada, Statistics Canada, "Convenience sampling is not often recommended by official statistical agencies for research due to the possibility of sampling error and lack of representation of the population. The study conducted in Barangay 174 Camarin, Caloocan City, evaluated the impact of the Revitalized Pulis sa Barangay (R-PSB) Program on crime rates, focusing on aspects such as Barangay Peacekeeping, Community Outreach Programs, and Police Visibility. Respondents strongly agreed that the R-PSB Program positively influenced these areas, contributing to enhanced public safety and community engagement.​  However, the study identified insufficient funding as a significant challenge hindering the full implementation of community outreach programs. To address this issue, an action plan has been developed, aiming to secure additional resources and ensure the sustainability of these vital initiatives.​  These findings underscore the importance of community participation in crime prevention. A study on Barangay 178 highlighted that community involvement serves as the "eyes" and "ears" of the Philippine National Police, emphasizing the effectiveness of collaborative efforts in maintaining peace and order. ​ To ensure the sustained success and expansion of the Revitalized Pulis sa Barangay (R-PSB) Program in Barangay 174 Camarin, Caloocan City, it is essential to secure continuous support from both the local government and the community. Allocating adequate resources will enable the program to address challenges such as funding limitations, thereby enhancing its effectiveness in crime reduction.​  Active community participation has proven vital in fostering collaboration between residents and law enforcement, leading to improved public safety. A study on Barangay 178 emphasized that community involvement serves as the "eyes" and "ears" of the Philippine National Police, highlighting the effectiveness of collaborative efforts in maintaining peace and order. ​  By implementing these recommendations, Barangay 174 Camarin can work towards creating a safer and more secure environment for its residents, ultimately enhancing the effectiveness and impact of the R-PSB program in combating crime.
