Abstract

The development of a rehabilitation program for children in conflict with the law (CICL) is a vital initiative that requires strategic planning and effective implementation. In Marikina City, the Department of Social Welfare collaborated with various stakeholders, including social workers, volunteers, and parents of CICL, to create a comprehensive program tailored to the specific needs of these children.  This program provides holistic support through counseling, skills training, education, and community reintegration, ensuring that CICL receive the necessary guidance and opportunities for positive transformation. The study adopted a descriptive research method utilizing purposive sampling. It involved 60 respondents, divided into two groups: 50 social workers or volunteers and 10 parents of children in conflict with the law (CICL). These respondents were selected based on their direct involvement and knowledge, ensuring the study's relevance and effectiveness for the target population.  The primary data collection tool was a survey questionnaire. The collected data were systematically analyzed and interpreted to generate meaningful insights. The study revealed that the majority of respondents agreed that vocational training opportunities within rehabilitation programs play a crucial role in preparing children in conflict with the law (CICL) for employment. Providing them with education and practical skills equips them with meaningful opportunities, reducing their likelihood of reoffending.  Additionally, the reintegration program has positively influenced community perceptions of reintegrated CICL. It includes ongoing monitoring and support to prevent relapse into criminal behavior while promoting long-term stability and success.  The findings also highlighted that many CICL experience feelings of guilt and shame due to perceived inadequacies and the absence of parental guidance, leading to emotional distress. The psychological program effectively addressed the root causes of delinquent behavior by focusing on their emotional and mental health needs. By fostering self-efficacy and empowerment, the program helps CICL build confidence in their ability to change their circumstances and make positive life choices. This study recommends that social workers, volunteers, and parents of children in conflict with the law (CICL) actively engage in planning committees, advisory boards, and community forums focused on developing rehabilitation programs. Their participation ensures that diverse perspectives are integrated into decision-making processes, fostering more effective interventions that promote positive outcomes and reduce the risk of recidivism.
