Abstract

Roadside property obstruction removal operations are crucial in urban areas like Caloocan to mitigate issues such as illegal parking and vendor obstructions. Despite existing penalties, deterrence remains a challenge, particularly with tricycle operators who frequently obstruct sidewalks and roadways, posing safety risks. This study, conducted in Barangay 178, Camarin, Caloocan City, aims to assess the effectiveness of Oplan Alis Sagabal in enhancing safety and maintaining order. Using a descriptive survey method, 398 respondents—including community members and barangay officials—were sampled from a population of 110,224. A pre-tested and validated questionnaire was utilized, focusing on demographic data and perceptions of Oplan Alis Sagabal's impact. Simple random sampling was employed. Results indicate a generally positive perception of Oplan Alis Sagabal, with respondents reporting reductions in crime rates, traffic congestion, and disorder. The primary challenges faced by law enforcers included public frustration and aggression. The study underscores the importance of regular road-clearing operations, coordination with national agencies, and providing due notice before removing encroachments. The recommendations highlight the necessity of accountability and coordination among local government units and national agencies in addressing urban obstructions.
