Abstract

The Permit Management System (PMS) is a digital platform designed to streamline the application, issuance, and renewal of permits within local government units. This system addresses the inefficiencies of traditional manual methods by centralizing permit-related activities, automating workflows, and enhancing transparency. The PMS minimizes administrative workload, ensures regulatory compliance, and improves operational efficiency for both applicants and regulatory bodies. The inclusion of features such as an AI-driven email notification system and secure user management further supports timely communication and data integrity. The system was developed using the Agile Scrum methodology, allowing for incremental development and continuous feedback. The project followed a series of sprints covering requirements gathering, system design, development, testing, and deployment. Agile Scrum enabled rapid iteration and refinement of system features based on stakeholder input. Key modules developed included permit application, approval tracking, automated notifications, and user and security management. User interface design emphasized simplicity and usability, while backend processes were built for reliability and scalability. The implementation of the Permit Management System led to significant improvements in permit processing. Application and approval procedures became faster and more efficient, supported by automated workflows and real-time tracking. The AI email notification system provided instant updates to users regarding their application status. The system delivered key outputs including a comprehensive requirements document, user-centric interface, automated permit tracking features, testing reports, and training materials for end-users. Compliance and transparency were notably enhanced, contributing to higher stakeholder satisfaction. The digitization of permit processing through the Permit Management System demonstrated clear benefits in terms of speed, accuracy, and accountability.
