Abstract

This narrative paints a vivid, suspenseful picture of North Fairview, a seemingly peaceful neighborhood in Quezon City. While it maintains an image of safety and community, the setting suggests a hidden world of covert activities taking place under the cover of night, hinting at an underground network quietly operating within its shadows. The study will gather data from 50 respondents in North Fairview, Quezon City, including community residents (20), law enforcement officers (10), and barangay personnel (20). The researchers will distribute the survey questionnaires randomly to willing participants. The survey results from 50 respondents in North Fairview, Quezon City, revealed the following demographic profile: The most common age ranges were 36–41 and 42+, each representing 26% (13 respondents). Gender distribution was even, with males making up 50% (25 respondents). In terms of length of residency, the majority (62% or 31 respondents) had lived in the area for over 15 years. Regarding educational attainment, 46% (23 respondents) were college graduates. Local residents emphasized that the non-enforcement of criminal penalties for drug use and personal possession contributes to ongoing issues in the community. The study suggests that instead of criminalization, focusing on decriminalizing possession and investing in voluntary, community-based treatment and harm reduction services can reduce drug-related harm. This approach is believed to enhance both public health and safety, while also addressing the limitations of punitive drug policies.
