Abstract

The Crime Information Reporting and Analysis System (CIRAS) is a specialized component of the Philippine National Police (PNP) E-Policing initiative, developed in 2015 as an in-house web-based system. It features data visualization tools such as graphs, crime maps, and a crime clock to facilitate more effective analysis of recorded crime incidents. This study aims to examine the functional roles of CIRAS as a basis for potential system enhancements, as well as to identify the challenges encountered in its implementation. CIRAS is designed to optimize information utilization within the organization, ensuring accurate and comprehensive crime analysis for informed decision-making. The researchers employed a quantitative research approach, utilizing a descriptive research design to observe and describe the characteristics of the respondents. This method was selected to provide a detailed understanding of the subject matter through measurable data. To gather relevant information, the researchers used a stratified sampling technique, targeting a total of 50 respondents from the Batasan Hills Police Station, comprising 10 police commissioned officers and 40 police non-commissioned officers. The findings of the study, the majority of respondents were between 26 to 33 years old, with a frequency of 19. Additionally, the majority were male, totaling 38 respondents, and most were college graduates. The results also revealed that most respondents strongly agreed with the statement that training on the use of CIRAS can help law enforcers achieve accurate crime reporting. Furthermore, concerning comprehensive crime analysis, respondents strongly agreed that CIRAS provides an advantage in generating statistical crime data used to enhance crime maps, charts, and graphs. Lastly, in terms of information utilization, the respondents strongly agreed that all data recorded in CIRAS can contribute to the development of strategic and proactive crime prevention measures. It is concluded that the respondents generally expressed a positive assessment of CIRAS in terms of accurate crime reporting, comprehensive crime analysis, and effective information utilization. The most commonly encountered issue was technical problems, such as system crashes or malfunctions. In response to this, it is recommended that Batasan Hills Police Station 6 implement regular system maintenance and software updates to address bugs and security vulnerabilities, thereby enhancing the overall functionality and reliability of CIRAS.
