Abstract

Sidewalks are vital components of urban infrastructure, particularly in Barangay 171 Bagumbong, Caloocan City, where they provide safe and convenient pathways for pedestrians. Barangay officials play a crucial role in implementing sidewalk clearing operations by enforcing local ordinances and maintaining public safety and order. Their responsibilities include addressing issues such as illegal vending, improperly parked vehicles, littering, and other obstructions that not only contribute to traffic congestion but also pose safety risks to pedestrians. This criminological research, titled "The Role of Barangay Officials in the Implementation of Sidewalk Clearing Operations for Pedestrian Safety in Barangay 171 Bagumbong, Caloocan City," aims to examine how barangay officials effectively carry out these operations to reduce hazards and promote safer pedestrian movement. This research employed a quantitative descriptive design to examine the role of barangay officials in the implementation of sidewalk clearing operations for pedestrian safety in Barangay 171, Bagumbong, Caloocan City. The researchers used purposive sampling to select participants, focusing on individuals who are directly relevant to the study, rather than giving all individuals an equal chance of selection. Permission was requested and granted by the dean’s office to conduct the study and distribute survey questionnaires. The respondents included twenty (20) barangay officials actively involved in community governance and fifty (50) pedestrians from the area. The data gathered revealed that the majority of respondents were between the ages of twenty-four to twenty-nine (24–29) years old. The average rating for the "Implementation" variable was 3.51, indicating a moderate level of effectiveness. Data analysis on the problems encountered by barangay officials and pedestrians during the implementation of sidewalk clearing operations showed that the most frequently cited issue had a frequency of sixty-six (66), accounting for 11.17%, while the least reported issue had a frequency of fifty-two (52) or 8.80%. Regarding proposed measures to address these challenges, the highest recorded frequency was sixty-eight (68), representing 10.90%, while the lowest was fifty-four (54) or 8.65%. The study emphasizes the significant role of barangay officials in implementing sidewalk clearing operations to ensure pedestrian safety.
