Abstract

This study investigates the impact of Oplan Paglilingkod, a community-centered program implemented by Barangay Talipapa Police Station 3 in Quezon City. The initiative aims to enhance local governance and improve residents’ quality of life through services such as healthcare access, disaster response, environmental sanitation, and public outreach. By assessing the effectiveness of the program, this study seeks to determine its contributions to community well-being and safety and to recommend strategies for strengthening its implementation. A descriptive-quantitative research design was employed to evaluate the impact of Oplan Paglilingkod on community safety and welfare. Data were gathered using a validated survey questionnaire, reviewed by research advisers, a statistician, and a grammarian for accuracy and clarity. A total of 100 respondents were selected through purposive sampling, composed of 25 residents, 25 police officers, 25 public transportation drivers, and 25 commuters. This sampling technique allowed the researchers to gather targeted insights from individuals directly affected by or involved in the program. The results revealed that the most recommended intervention from respondents was to “Enhance community engagement programs to increase public awareness of Oplan Paglilingkod’s objectives and benefits,” which received a weighted response rate of 33%. This was followed by the suggestion to “Conduct regular workshops and seminars for residents on conflict resolution, disaster preparedness, and personal safety,” with 13%. A final recommendation, although with minimal support (4%), also emphasized the value of continued community-oriented efforts. These findings reflect the public’s recognition of the program’s role and their interest in expanding its reach and effectiveness. The findings demonstrate that Oplan Paglilingkod has generated notable economic, psychological, and social benefits for Barangay Talipapa. Economically, the program has improved public safety, reduced criminal activity, and attracted greater business confidence in the community. Psychologically, it has enhanced police officers’ morale, job satisfaction, and reduced occupational stress. Socially, the initiative has fostered stronger bonds between law enforcement and the community, reducing tensions and encouraging civic participation. Implementing the proposed recommendations may further increase the program’s success and sustainability, leading to a more secure, cohesive, and development-ready community.
