Abstract

This study examines challenges faced by rescuers during emergency operations in Barangay Canumay West, Valenzuela City. It focuses on how limited equipment and transport resources hinder timely responses, how inconsistent compliance with safety protocols by affected residents increases operational risk, and how exposure to hazardous conditions such as building collapse and floodwaters, complicates rescue efforts. The objective is to identify critical obstacles and inform strategies that enhance the effectiveness and safety of future calamity responses. This study employs a descriptive survey design involving 20 rescuers from the Barangay Disaster Risk Reduction and Management Council and the Bureau of Fire Protection, as well as 30 community members of Canumay West. Participants completed a structured, close‑ended questionnaire that assessed perceptions of preparedness, coordination, resource availability, and recovery procedures. Surveys were distributed with an accompanying information letter and standardized response instructions to ensure clarity and consistency. Respondents strongly agreed that existing measures for preparedness, mitigation, response, and recovery were effective across the cited variables. The most significant operational challenge identified was coordination issues among response teams, which 92 percent of respondents reported as a cause of delayed interventions. The top recommended action was conducting regular resource assessments and gap analyses to improve response effectiveness, supported by 88 percent of participants. The findings highlighted the need for well‑stocked emergency supply centers equipped with food, water, medical supplies, and rescue gear, to enable rapid deployment during calamities. Establishing a unified command center was recommended to enhance real‑time information sharing and organize rescue efforts across agencies. Gathering real‑time data from disaster‑affected areas was proposed to pinpoint operational challenges and guide improvements. Future research collaborations with government agencies, non‑governmental organizations, and disaster response entities were suggested to develop interdisciplinary solutions that address the complex demands of rescue operations during emergencies.
