Abstract

The increasing complexity of compliance and regulatory requirements within local government units (LGUs) highlights the need for innovative and efficient systems to streamline processes and improve engagement. This study introduces the LGU Compliance and Regulatory Management System, a digital platform that integrates self-enrollment courses, a points-based progression system, and comprehensive compliance monitoring. To further enhance participation and learning outcomes, the system incorporates an AI-driven gamified evaluation framework that encourages continuous learning and active compliance among users. The system was developed using a modular architecture that combines intuitive front-end design with a robust back-end infrastructure. The AI component was designed to deliver adaptive learning paths and gamified features that personalize the user experience and boost motivation. An Agile development methodology guided the process, enabling iterative improvements based on consistent feedback from end-users. This approach ensured that system functionalities evolved in alignment with the needs of LGU personnel and stakeholders. System implementation and testing revealed notable improvements in both compliance tracking and user engagement. Participants responded positively to the self-enrollment courses, citing clarity and accessibility as key strengths. The points-based structure provided a clear roadmap for users to achieve compliance goals. The AI-enhanced gamification features successfully motivated users to complete training modules, leading to higher completion rates and more proactive participation. LGU staff also benefited from streamlined monitoring tools, reducing administrative burden and enabling a focus on strategic compliance oversight. The project demonstrates how digital transformation, through the integration of AI and gamification, can improve compliance and regulatory management within local government units. By fostering engagement and reducing inefficiencies, the system contributes to a more informed and compliant workforce. Future developments may include mobile app integration and the addition of real-time analytics dashboards to further support monitoring and decision-making. Overall, the system offers a scalable and adaptable solution for modern governance and public sector learning.
