Abstract

This study examines the effectiveness of the Probation Program at New Bilibid Prison in rehabilitating offenders, ensuring public safety, and reducing prison overcrowding. The program serves as an alternative to incarceration for qualified individuals, enabling them to reintegrate into society under supervision. It aims to support personal reform while ensuring adherence to legal obligations, ultimately contributing to safer communities and more efficient correctional systems. This study utilized a descriptive qualitative research design, which focuses on exploring and understanding individuals' experiences, perspectives, and interpretations of a particular phenomenon. The primary goal of this design is not to test a hypothesis but to develop an in-depth and contextual understanding of the subject matter. It seeks to capture how individuals perceive and make sense of specific events or situations in their own words and context. The challenges identified by the respondents, the study proposes several measures: increasing funding for targeted rehabilitation programs, partnering with employers to create job opportunities, providing tailored support services such as job readiness training and mentorship, utilizing technology for job matching, and strengthening collaboration with community organizations. This chapter provides a comprehensive summary of the study’s findings, interpretations, and corresponding recommendations. It presents not only the conclusions drawn from the results but also discusses the overall implications of the study, offering insights into future actions and potential areas for improvement.
