This chapter encompasses the study's history, theoretical framework, conceptual framework, problem statement, significance, scope and limitations, and definitions of words. This chapter presents the research methodology used to explore solutions for overcrowding in jail institutions. It covers the research design, respondent selection, sampling methods, development and validation of research instruments, data collection procedures, and the statistical techniques applied to analyze the data. These methodological choices were made to align with the study’s objectives and to ensure the collection of accurate, relevant, and reliable information to effectively address the problem of jail overcrowding. The study identified that overcrowding at Station 10 Jail in EDSA Kamuning primarily results from delays in bail, parole, and probation processes, along with limited access to rehabilitation programs. Inmates acknowledge that reforms such as the Good Conduct Time Allowance (GCTA), TESDA training, and NGO-provided livelihood assistance have potential but are impeded by inadequate implementation and resource constraints. The inmate population is largely male, aged 34 to 41, with generally low educational attainment. The findings recommend expediting legal processes, enhancing rehabilitation initiatives, and improving prison conditions as effective strategies to alleviate overcrowding. Chapter 4 connects the empirical findings of this study to their practical applications. This chapter presents an in-depth discussion of the results, interpreting them in the context of the research questions and relevant literature. The analysis serves as a foundation for developing evidence-based recommendations to address jail overcrowding and improve correctional practices. Ultimately, it provides a clear justification for the proposed measures and evaluates their potential effectiveness.
