Abstract

This study examines the diversion program offered by Bahay Kalinga in Valenzuela City and its effectiveness in reducing recidivism among children in conflict with the law (CICL). It also evaluates personnel, programs, and facilities to identify areas for improvement. A non-experimental research design was employed, involving 60 respondents: 15 personnel from the Department of Social Welfare and Development (DSWD), 15 CICL participants, 15 barangay personnel, and 15 members of the Philippine National Police (PNP). Data collection was conducted through surveys and structured interviews to evaluate the effectiveness of the diversion program. Findings indicate that the majority of respondents are male, college-educated, and between 26-30 years old, with most being single. Respondents strongly agreed on the effectiveness of Bahay Kalinga’s diversion program concerning personnel, programs, and facilities. However, limited resources emerged as a primary challenge. Proposed measures include relocating program facilities for better accessibility and implementing an intervention program to address resource constraints and program effectiveness. To enhance the effectiveness of Bahay Kalinga’s diversion program, the study recommends sustained funding for program development, facility upgrades, and staff training. Addressing resource limitations through government advocacy and corporate partnerships can improve service delivery. Finding strategic locations for program facilities will enhance accessibility, while targeted interventions—such as community outreach, educational programs, vocational training, and counseling—can further support CICL rehabilitation. Continuous monitoring and evaluation of the intervention program are crucial for its long-term success.
