Abstract

A Child in Conflict with the Law (CICL) is defined as a person below 18 years old who is alleged, accused, or adjudged to have committed an offense. In the study of the influence of neighborhood factors on children in conflict with the law, researchers consistently emphasize the significant impact of environmental elements. Neighborhoods characterized by economic deprivation, high crime rates, and social disorder often create conditions that contribute to juvenile delinquency. These areas frequently lack the social cohesion and collective efficacy necessary for effective crime prevention and intervention. This study employed a qualitative descriptive research design. Data were collected through surveys to gather information on the respondents’ demographic profiles and factors influencing children involved in criminal activities, including family relationships, peer influence, and social environmental factors. The results highlight several strategies to address the issue of Children in Conflict with the Law (CICLs) in Barangay 177 Camarin, Caloocan City. One key problem identified is the presence of gangs in the neighborhood, which increases the risk of children becoming involved in criminal activities. Another significant challenge is the financial difficulties faced by parents due to unemployment. Among the suggested solutions is the development of reliable school-based programs that implement anti-bullying, life skills training, and orientation sessions for parents. These initiatives should be carried out in collaboration with the Department of Social Welfare and Development (DSWD), the barangay, and through public awareness campaigns aimed at educating the community. The goal is to reduce stigma and encourage acceptance of rehabilitated youth rather than judging them based on their past actions. This study evaluates the factors influencing children in conflict with the law (CICL) involved in illegal activities in Barangay 177, Camarin, Caloocan City. Findings indicate that social, familial, and community-related issues contribute to the engagement of youth in unlawful behavior. To address these concerns, several interventions are recommended. Schools should implement reliable programs focused on anti-bullying, life skills development, and parent orientation sessions in collaboration with the Department of Social Welfare and Development (DSWD) and the barangay. Public awareness campaigns must also be strengthened to educate the community, reduce stigma, and encourage the acceptance of rehabilitated youth instead of judging them for past offenses.

 

In addition, youth should be provided with opportunities to participate in positive activities such as recreational programs, sports, and teaching initiatives to redirect their energy toward productive pursuits. To further strengthen crime prevention, the community must be made aware of existing city ordinances through regular monthly meetings and the distribution of educational materials. These efforts aim to enhance children’s knowledge of crime prevention, reduce risk factors, and foster a supportive environment that encourages rehabilitation and reintegration.
