Abstract

As public service increasingly shifts toward digital transformation, the demand for efficient and accessible systems has grown significantly. Civil registration, which documents vital events such as birth, marriage, and death, plays a fundamental role in upholding individual rights and identity. However, many local civil registrar offices still rely on manual processes that lead to inefficiencies, delays, and data entry errors. This study introduces the E-Local Civil Registrar System (E-LCRS), a digital platform designed to enhance registration services through real-time data processing, automated certificate generation, and voice-activated controls. The system integrates various technological innovations to improve civil registry functions. Real-time registration allows immediate entry of birth, marriage, and death records by linking healthcare facilities, solemnizing officers, and local government units. The verification process utilizes digital databases with cross-referencing capabilities to ensure accuracy. An automated issuance feature generates authenticated certificates embedded with security measures, reducing manual labor and processing time. Additionally, voice-activated controls were implemented to improve accessibility, enabling system navigation and certificate formatting through spoken commands, benefiting users with physical or cognitive impairments. The implementation of E-LCRS led to significant improvements in the efficiency, accuracy, and accessibility of civil registration services. Users reported high levels of satisfaction, particularly with the voice-activated features that supported individuals of varying age groups and physical abilities. Local government personnel observed reduced workloads and minimized paperwork, which allowed them to focus more on client service rather than manual data handling. The adoption of the E-Local Civil Registrar System marks a substantial leap in the automation of vital records management. The system successfully streamlined the registration and issuance of civil documents, addressing key inefficiencies in traditional processes. Through digital transformation, E-LCRS has laid the groundwork for a more responsive, inclusive, and data-secure approach to civil registry operations in local government units.
