Abstract

The Barangay Old Capitol Site previously relied on a manual, paper-based system for processing barangay clearances and certificates. This traditional method resulted in long waiting times, disorganized documentation, and increased risks of identity-related errors. These inefficiencies caused frustration among residents and posed significant challenges for barangay personnel in managing records securely. To address these issues, the Barangay Clearance and Certificate Management System (BCACMS) was developed. This web-based platform streamlines document processing and integrates Google Cloud Vision for AI-powered identity verification, improving security and reliability. The BCACMS was developed using a microservices architecture, enabling modular and scalable system design. Its primary components include clearance issuance, certificate management, status tracking and reporting, and AI-based resident verification. The Google Cloud Vision API was integrated to scan and validate ID documents submitted by residents, enhancing the verification process. Residents submit online requests, while barangay staff manage approvals and notifications via an administrative dashboard. System development was iterative, incorporating continuous feedback from both residents and personnel. Manual testing and live simulations were conducted to ensure functionality and system security. The implementation of BCACMS effectively replaced the traditional paper-based system with a more efficient, user-friendly online solution. Residents were able to apply for, renew, and monitor the status of their documents digitally. Barangay officials gained access to dashboards for managing applications and generating reports. The integration of AI verification significantly reduced identity-related errors and ensured that only verified individuals were issued documents. Initial user feedback highlighted improved processing time, higher accuracy, and increased satisfaction. The BCACMS offers a digital alternative to the manual procedures previously used in barangay clearance and certificate processing. By providing an accessible and secure platform for both residents and staff, the system enhances transparency and operational efficiency. Challenges such as data migration and user adaptation were addressed through phased implementation and targeted training. This project underscores the potential of digital tools in transforming local government services and improving public service delivery at the barangay level.
