Abstract

Accurate and up-to-date demographic data at the barangay level is vital for effective governance, planning, and service delivery. Traditional methods such as spreadsheets and paper forms have proven inefficient and prone to data loss or inaccuracy. To address these challenges, this study introduces the Barangay Census and Demographic Management System, which integrates population statistics and resident profile management using biometric authentication and AI-driven tools. This system aims to enhance data confidentiality, accessibility, and integrity, enabling barangay officials to make informed and data-driven decisions. The study follows the System Development Life Cycle (SDLC), encompassing planning, analysis, design, development, testing, and deployment phases. The system is built using the MERN stack: React.js for the frontend, Express.js and Node.js with TypeScript for the backend, and MongoDB for the database. Core features include facial recognition for resident registration, household tracking, automated census data management, and generation of demographic reports. The system supports multi-user role-based access, with secure logins for residents (via facial recognition), staff, and administrators. The implementation of the system led to notable improvements in data accuracy and operational efficiency. Barangay officials reported a 60% reduction in manual encoding time and a significant increase in the reliability of data used for census and health-related monitoring. The successful integration of biometric verification and AI-driven analytics contributed to streamlined processes and improved decision-making at the barangay level. The findings demonstrate the feasibility of automating demographic and census data collection at the local government level. The use of AI-powered facial recognition ensures accurate and secure resident profiling. Potential future enhancements include the addition of alternative biometric options and offline synchronization features. This system can serve as a scalable model for other barangays seeking to digitize their records, improve disaster response coordination, and support data-informed governance.
