Abstract

There is an increasing demand for more efficient and transparent public services at the barangay level. The limitations of manual systems, such as delays, data loss, and restricted accessibility, have significantly hindered the effectiveness of service delivery and decision-making. In response, this study introduces the Health and Sanitation Management System, a digital initiative aimed at improving the management of barangay business permits and healthcare records. The system seeks to address operational inefficiencies by leveraging digital transformation to streamline administrative and health-related services. The system development followed agile practices, incorporating product and sprint backlogs to prioritize and manage user stories, particularly in areas of records management, permit processing, and data analytics. The platform was built using a microservices architecture, allowing individual modules, such as business permit applications, health record management, and complaint tracking, to operate independently and scale efficiently. Continuous Integration and Continuous Deployment (CI/CD) pipelines were implemented using DevOps methodologies to ensure seamless updates and system reliability. The implementation of the Health and Sanitation Management System resulted in a functional digital platform that addressed key challenges associated with manual processes. Users were able to submit business permit applications online and receive automated renewal reminders, significantly reducing processing time and improving accessibility. In the healthcare domain, the system provided a secure environment for managing electronic health records, alongside analytics dashboards that assisted barangay officials and health personnel in data-driven decision-making. The digital platform demonstrated a significant improvement in the management of barangay business permits and healthcare records. By enabling real-time tracking, automatic notifications, and online submissions, the system enhanced service efficiency and transparency. The healthcare module facilitated the secure handling of electronic medical information, promoting better patient record management and continuity of care. This initiative highlights the potential of digital solutions to modernize local government processes and improve public service delivery at the grassroots level.
