EFFECTIVENESS OF TASK FORCE DISIPLINA IN THE IMPLEMENTATION OF CITY ORDINANCES IN BARANGAY NOVALICHES PROPER, QUEZON CITY

Barangay Novaliches Proper in Quezon City, one of the most populous and congested areas in Metro Manila, faces persistent challenges in maintaining law and order. In response, the local government established Task Force Disiplina to strengthen the implementation of city ordinances through stricter enforcement and enhanced community engagement. This study aims to assess the effectiveness of Task Force Disiplina in enforcing local ordinances and promoting discipline within the community, while also identifying factors influencing its operational efficiency. This study employs a descriptive research design, following the framework of McCombes (2020), to systematically assess the effectiveness of Task Force Disiplina in implementing city ordinances. A total of 50 participants, including 40 residents of Barangay Novaliches Proper and 10 members of Task Force Disiplina, are selected using purposive sampling to ensure relevant and insightful responses. Data collection tools include structured surveys, focusing on areas such as personnel competency, training adequacy, logistical support, and perceived challenges faced by the task force. The findings reveal that Task Force Disiplina plays a significant role in reinforcing city regulations within Barangay Novaliches Proper. Residents acknowledged improvements in public compliance and orderliness due to increased visibility and activity of the task force. However, challenges such as limited manpower, insufficient logistical resources, and gaps in training were also identified. Despite these limitations, the task force is perceived to be generally effective in its implementation efforts. The results highlight the importance of continued support in terms of equipment, personnel development, and policy reinforcement to maximize the task force’s performance. This study concludes that while Task Force Disiplina has been instrumental in promoting compliance with city ordinances, there is a need for systemic improvements in resource allocation, officer training, and community collaboration. Recommendations include the provision of sustained logistical support, regular skills development programs, and stronger communication between local officials and residents. These measures are essential for strengthening the long-term effectiveness of the task force. The findings offer valuable insights for policymakers and future researchers aiming to improve local governance and community-based enforcement mechanisms.
