Abstract

This chapter outlines the background of the study, review of related literature and studies, theoretical and conceptual frameworks, statement of the problem, scope and delimitation, significance of the study, and definition of terms. Barangay tanods, also referred to as barangay police officers or BPSOs (Barangay Public Safety Officers), are the lowest-ranking law enforcement personnel in the Philippines. Their roles and responsibilities were already well established even prior to the enactment of the Local Government Code of 1991, serving as the primary peacekeeping force within local communities. The researchers adopted a descriptive research design, which, according to M. Hassan (2023), is a methodology aimed at describing the characteristics, behaviors, attitudes, opinions, or perceptions of a specific population. This design was deemed appropriate as it allows for a deeper understanding of how individuals experience and perceive a particular phenomenon. To determine the respondents, the researchers employed purposive sampling, a method used to deliberately select individuals who are most likely to provide relevant and insightful data. This approach ensures the efficient use of research resources by focusing on participants who can offer the most meaningful contributions to the study. The findings reveal that 50% of the participants, or 25 respondents, are within the 40 to 55 age group, making it the most represented. The 25 to 30 age group is the least represented, with only one respondent or 2% of the total. In terms of sex, 80% of the respondents are female, while 20% are male. When it comes to civil status, 80% or 40 respondents are married. The categories with the lowest representation are separated and widowed, each comprising 4% or two respondents. Barangay Tanod Crime Response Training Program: To ensure barangay tanods are well-equipped, a Basic Law Enforcement and Legal Training Program should be held quarterly, covering essential laws, ordinances, and crime response procedures. Additionally, a Conflict Resolution and Community Relations Program should be offered bi-annually to enhance skills in mediation, de-escalation, and effective community engagement.
