AN EVALUATION ON TRAFFIC SECTOR 5 TRAFFIC MANAGEMENT STRATEGIES TOWARDS CONGESTION REDUCTION

This study evaluates the effectiveness of traffic management strategies implemented by Police Traffic Sector 5 in mitigating congestion along Commonwealth Avenue in Quezon City. As one of the most heavily trafficked and congested roads in the Philippines, Commonwealth Avenue presents ongoing challenges related to traffic flow, public safety, and urban mobility. Despite continuous efforts by law enforcement and local authorities, congestion remains a significant issue. This underscores the need for a thorough evaluation of existing strategies and the identification of areas for enhancement to improve traffic conditions and overall road efficiency. This study utilized a quantitative-descriptive research design to assess the traffic management strategies implemented along Commonwealth Avenue. A total of fifty (50) respondents participated, consisting of ten (10) police personnel from Traffic Sector 5 and forty (40) road users. To ensure fair representation, simple random sampling was employed. Data collection was conducted using a validated survey instrument, which focused on key areas such as road safety enforcement, community engagement, and the use of innovative traffic management systems. The findings indicated that respondents strongly agreed with the implementation of road safety enforcement and community education initiatives, reflecting a generally positive perception of these current strategies. However, the level of agreement slightly declined to agree when it came to the effectiveness of innovative traffic systems, highlighting a need for further technological advancements. One of the most commonly reported challenges was the sudden stopping of public utility vehicles (PUVs)—such as buses and jeepneys—to pick up or drop off passengers, which significantly contributes to traffic congestion along Commonwealth Avenue. The researchers recommend strengthening Police Traffic Sector 5 by providing advanced training, upgrading equipment, and utilizing CCTV and automated incident detection systems. Local government units and barangay officials should implement designated loading and unloading zones for public utility vehicles (PUVs) and lead comprehensive traffic education campaigns. Motorists and commuters must adhere to traffic laws and use proper loading areas to ease congestion. Students and future researchers are encouraged to explore innovative traffic management solutions. Human rights advocates should monitor traffic enforcement to ensure fairness and inclusivity. Finally, the Quezon City Government is urged to invest in smart traffic technologies and promote sustainable urban transportation systems.
