Abstract

The Children in Conflict with the Law (CICL) and Child at Risk (CAR) Intervention Program is a
collection of programs designed to address the issues that contribute to juvenile delinquency.
It could take the form of counseling, skill development, alternative learning, instruction,
recuperation, or reintegration into families. Furthermore, this program delegated broad
authority to the Department of Social Welfare and Development (DSWD) to defend the social
welfare of all Filipino citizens, particularly the young, and to promote social development. The
purpose is to develop community-based programs and services that will intervene on behalf of
both CICL and CAR in order for them to reintegrate into their families and communities. The
three categories are primary intervention, secondary intervention, and tertiary intervention.
Interventions were split. The reporter also addressed the concepts of Republic Acts Nos. 9344
and 10630. To support children's healthy growth and development, these laws establish child-
appropriate procedures and provide programs and services for prevention, diversion,
treatment, reintegration, and aftercare. Prior to the passage of R.A. No. 9344, children at risk
and CICL were treated similarly to adult offenders, as when previous President Ferdinand
Marcos, Sr. signed the Judiciary Reorganization Act of 1980, which dissolved the juvenile and
domestic relations courts.


The result of the survey is that the victim and child of the former’s illegal activities meet each
other face to face to settle the case,’’ .with the mean score of 3.44 interpreted as Very
effective. The victim side also has the opportunity to express his opinion’’ with a total mean
score of 3.5, interpreted as Very effective.


The overall goal of this research is to investigate the effectiveness of the intervention program
for children in conflict with the law in order to align the program and the physiological
correction of the children in the intervention program, as well as for a CICL child to enjoy the
program to which the researcher will contribute.
