THE ROLE OF R.A. 10631 IN THE ANIMAL WELFARE PROTECTION AT BARANGAY BATASAN HILLS QUEZON CITY

This study aims to determine the role of Republic Act 10631 (The Animal Welfare Act of 2013) in animal welfare protection at Barangay Batasan Hills, Quezon City. Specifically, it assesses the enforcement, education and awareness, and regulation of animal-related activities within the community. The study employed a descriptive research design involving 50 respondents, including 25 pet owners, 5 veterinarians, and 20 community members. Data were collected through surveys to evaluate their perspectives on the implementation of R.A. 10631 in the barangay. The findings reveal that the majority of respondents were female, college-level individuals, and aged 18-25 years old. Respondents strongly agreed that R.A. 10631 plays a significant role in animal welfare protection, particularly in enforcement, education and awareness, and regulation of animal-related activities. However, the most common challenge identified was limited resources. Proposed measures to address this issue include raising awareness about responsible pet ownership, ensuring proper nutrition, shelter, healthcare, and sterilization, and enforcing stricter penalties for violations. An intervention program was also proposed to strengthen the implementation of the law. The study recommends strengthening the implementation of R.A. 10631 by encouraging youth engagement in animal welfare initiatives, enforcing strict penalties for infractions, and launching awareness campaigns on responsible pet ownership. Effective implementation requires community involvement, regular monitoring, and collaboration among stakeholders. Additional funding sources, such as partnerships with private organizations, NGOs, and corporate sponsors, should be explored to supplement existing resources. Barangay Batasan Hills should also enhance law enforcement efforts and ensure sustained cooperation among barangay officials, law enforcement agencies, animal welfare organizations, and community members to improve animal welfare protection.
