Abstract

Child in Conflict with the Law (CICL) refers to a minor who has been alleged, accused, or adjudicated of committing an offense under Philippine laws. In the Philippines, children below 15 years old are exempt from criminal liability and are instead subject to intervention programs. However, minors aged 15 to below 18 may be held liable if they acted with discernment. The age at which a juvenile is considered an adult varies across countries, typically ranging from 15 to 18 years old, though it may be lowered for serious crimes such as murder and other major offenses. This study utilized a qualitative research approach, employing survey questionnaires to gather data. A total of 50 respondents participated, consisting of 25 Barangay personnel and 25 Barangay residents from Brgy. Talipapa, Quezon City. The study aimed to explore their perspectives and experiences related to the topic. Both groups of respondents strongly agreed with the proposed measures designed to prevent juveniles from engaging in delinquent acts. This study aims to identify the challenges encountered in implementing recreational activities for Children in Conflict with the Law (CICL), as perceived by social workers actively involved in these programs. The researchers recommend that future studies build upon this research to further improve the effectiveness of programs for Children in Conflict with the Law (CICL). Continued exploration of this topic will assist the barangay in enhancing its facilities and support systems for CICL rehabilitation and reintegration.
